Indian Land
Description
Indian Land is an unincorporated community in Lancaster County, South Carolina. It sits in the County's Panhandle, the northern arm of the county, bounded by the North Carolina state line on the north and east and by the Catawba River on the west. York County, where Fort Mill is, lies across the river.
Indian Land is not a town and has no municipal government. Lancaster County's zoning rules and building permits apply, and South Carolina law governs property taxes and home sales.
This page doesn't list homes for sale. I'm a bilingual English and Korean agent with eXp Realty. Tell me your budget, the size of home you need and whether you want a new home or a resale, and I can send you current listings in the Indian Land area that match. For commercial property, see my Indian Land commercial real estate page.
Indian Land and Lancaster County
The County's 2040 Comprehensive Plan, adopted in April 2024, says the Panhandle includes much of the Town of Van Wyck and the unincorporated areas north of it, including Indian Land. In a March 27, 2018 referendum, voters rejected a proposal to make Indian Land a town and kept it an unincorporated part of Lancaster County, WBTV reported. Carolina News and Reporter put the unofficial result at 83 to 17 percent against incorporation. In January 2024, county leaders shut down a draft proposal to incorporate Indian Land.
The Census Bureau's 2020 Gazetteer file of South Carolina places, which includes census-designated places, has no Indian Land entry, so there is no official Census population for Indian Land itself. The Bureau's 2020 relationship file puts all of ZIP Code Tabulation Area 29707 in Lancaster County, and 29707 is the ZIP code of the County's Indian Land library.
The Catawba Nation says it received title to 144,000 acres in 1763, land in York, Lancaster and Chester Counties that state law records as ceded to South Carolina by the Treaty of Nation Ford in 1840. Winthrop University's Louise Pettus Archives says Indian Land takes its name from the Catawba and Waxhaw people who lived there as European settlers moved into surrounding areas.
Zoning and Permits
The Lancaster County Zoning Office administers the Unified Development Ordinance (UDO), which regulates land use in unincorporated Lancaster County and does not apply in incorporated towns such as Van Wyck. The current UDO, adopted on November 28, 2016, sets densities by district. Low Density Residential and Medium Density Residential, at 1.5 and 2.5 dwelling units per acre, maintain previously developed or approved single-family subdivisions, and High Density Residential allows 8.0 dwelling units per acre. I can look up the district for any address.
Along SC 160, and along US 521 from the North Carolina line to Waxhaw Highway, a Highway Corridor Overlay adds design and landscaping standards. They apply to every use except single-family housing. Single-family homes follow the rules of their underlying zoning district.
Lancaster County Building Services reviews plans, issues residential building permits and inspects work throughout construction. Its adopted codes include the 2021 International Residential Code. The South Carolina Building Codes Council has adopted the 2024 editions of the state's mandatory codes, including the International Residential Code, and set January 1, 2027 as the implementation date for local jurisdictions.
A new UDO is pending
In September 2026, County Council unanimously approved first reading of Ordinance 2026-2059, which would replace the UDO and adopt revised zoning and overlay maps. The County says it will not change any lot's base zoning district, and the draft adds a requirement for developers to include open space in major subdivisions. Approvals valid on its effective date will generally remain valid until they expire. The County's FAQ says adoption is scheduled for about the time the moratorium below expires in November 2026. In October 2026, the County's hearing schedule listed third reading for October 26.
New Construction and the Moratorium
As of October 2026, approvals for new subdivisions are on hold. In October 2025, Lancaster County Council voted unanimously for a nine-month moratorium on new residential developments in the Indian Land area, WSOC reported. Council gave it final approval on November 10, 2025, WRHI reported. Ordinance 2025-1992 pauses County approvals and permits for new single-family subdivisions and multifamily developments on unincorporated land north of a boundary it describes, excluding the Town of Van Wyck.
Subdivisions that already had vested rights are not covered and can keep building. The ordinance applies only to new subdivisions and multifamily developments, which it defines as those that had not acquired vested rights under South Carolina law by its first reading. It also exempts Development Agreements and Planned District Developments with valid approvals at that time. In August 2026, Council approved a 90-day extension, and the County says the moratorium expires in November 2026. To check a property, turn on the Moratorium layer of the County Zoning Map and enter the address or parcel number.
Subdivisions the County lists as building
Lancaster County's subdivision development summary, last updated September 30, 2026, lists these active building sites in its Panhandle area:
- Traditions at Bretagne
- Covington North
- Creek Water (townhomes)
- The Exchange (townhomes)
- Harris Mill
- Kinsdale
- Longbrooke
- Prestwick
- Sugar Creek (Estates and Pines)
- Sugar Creek The Ridge (townhomes)
- Walnut Creek
- Wilson Creek
That area is larger than Indian Land. The County's November 2022 summary included a subdivision inside the Town of Van Wyck, so I can confirm where each address is before you tour. Of the Covington subdivisions, Covington North is still listed as building, and the November 2022 summary listed Covington South and Estates at Covington as recently completed.
Buying a New Home in South Carolina
A residential builder in South Carolina must be licensed by the Residential Builders Commission at the Department of Labor, Licensing and Regulation (LLR) when the cost of the job exceeds five thousand dollars. The Commission also licenses home inspectors, and LLR's Licensee Lookup lets you check a builder before you sign.
South Carolina's Residential Property Condition Disclosure Act covers homes with one to four dwelling units, but it does not apply to the first sale of a dwelling never inhabited, which usually covers a builder's sale of a newly built home. It also doesn't apply when both parties agree in writing not to complete a disclosure. On a covered resale, the owner's statement must say whether a homeowners association governs the property. The Act does not limit the buyer's own obligation to inspect.
South Carolina's Residential Improvement District Act lets a county or municipality pay for infrastructure for new development with assessments on the property in a district. Under S.C. Code Section 6-35-95, the owner or developer must tell buyers about the assessment, its maximum annual amount and how long it lasts, and Section 6-35-180 has it collected each year with the property taxes.
I suggest an inspection by a licensed home inspector before closing. I can ask the builder for permits, any improvement district disclosure and the HOA documents.
Property Taxes in South Carolina
Under S.C. Code Section 12-43-220, an owner-occupied legal residence and not more than five contiguous acres are assessed at four percent of fair market value, and other real property not otherwise classified at six percent. In Lancaster County, legal residence status lowers the ratio from 6% to 4% and removes the school operating portion of the tax bill, the Assessor says. For tax year 2025, the County Auditor's millage sheet says that exemption removes 176.0 mills of school operating millage.
The lower ratio is not automatic:
- Apply before the first penalty date for the first tax year you claim it. The County's 2025 reassessment guide warns that failing to file means an automatic 6% assessment.
- Apply at the Assessor's office after you move in, or online, with a valid South Carolina driver's license or state photo ID and copies of all your vehicle registrations. If you are married, the Assessor needs the same from your spouse.
The Assessor reappraises all property every five years and revalues property the year after a sale or new construction. The total County millage for the 2026-27 fiscal year is 93.60, and the County does not set the school district's millage. Real property taxes can be paid without penalty through January 15. When you compare homes, I can pull each parcel's last tax bill.
Water and Sewer
The Lancaster County Water and Sewer District (LCWSD) serves over 90% of Lancaster County with water and sells water wholesale to other providers, including Carolina Water Service. In 2001 LCWSD built a wastewater treatment facility for the growing Indian Land community. New residential service starts with an application, and LCWSD has a two business day policy for connecting water.
Getting Around
The County's 2040 plan calls US 521 the primary arterial route across the Panhandle, connecting North Carolina to the City of Lancaster, and notes there is no parallel route. In Indian Land, SCDOT's traffic counts and County addresses call it Charlotte Highway. North of the state line, NCDOT calls it Lancaster Highway / Johnston Road and lists project U-6109 to widen it from the South Carolina line to Ballantyne Commons Parkway. Johnston Road meets I-485 at Exit 61, beside Ballantyne.
The plan says people in the Panhandle get around mainly by private automobile, and one of its supporting actions is to study the feasibility of extending CATS express bus service there to connect with Ballantyne and the LYNX Blue Line's I-485 station.
In April 2024 the plan said planning was underway to widen US 521 to 6 lanes from the state line to Waxhaw Highway. On November 4, 2025, county voters rejected a 1% transportation sales tax, which WRHI reported left the widening's future uncertain.
Parks, Library and Places
Lancaster County lists these parks and recreation sites in its Indian Land area:
- Walnut Creek Park, 10521 Walnut Creek Parkway: ball fields, soccer fields, tennis courts, a trail and two playgrounds.
- Indian Land Recreation Center, 8286 Charlotte Highway: two full gyms and a lighted youth baseball and softball field.
- Harrisburg Athletic Complex, 10167 Harrisburg Road: two lighted, adult size soccer fields.
- Deputy Roy Hardin Park, 8341 Shelly Mullis Road: two playgrounds and a 1/4 mile paved walking track.
- Bailes Ridge Nature Trail, Highway 160 and Old Bailes Road: 3 acres and a natural walking trail.
The Twelve Mile Creek Trail at Walnut Creek Park, part of the Carolina Thread Trail, runs through the Walnut Creek community to the North Carolina state line and is open dawn to dusk. A 170-foot suspension bridge spans the creek and connects it to trail in North Carolina. There, the Carolina Thread Trail says, it continues as the Twelve Mile Creek Greenway in Waxhaw.
The Del Webb Library at Indian Land, 7641 Charlotte Highway, is the County library's branch there. The County's 2026-27 budget sets aside $6 million for a new fire station off Harrisburg Road in Indian Land.
Along US 521, Costco and Lowes Foods opened at The Exchange at Indian Land in late 2025, the Charlotte Business Journal reported. Piedmont Medical Center opened a free-standing emergency department on Highway 521 in Indian Land in May 2026, WSOC reported. MUSC Health is building a medical office building and a 51-bed hospital at 9280 Charlotte Highway, and in June 2026 it said it expected the hospital to open in 2028.
Schools
The County's 2040 plan treats the schools in the Panhandle, which includes Indian Land, as Lancaster County School District schools and cites the district's enrollment projections for them. The district's address is 300 S. Catawba Street in Lancaster. Its registration page has forms for new students and says that after a move, new proofs of residency can be uploaded during re-enrollment. Before you rely on a school assignment for a specific address, confirm it with the district. I can help you get that answer.
Frequently Asked Questions
This page doesn't list homes for sale. Tell me your budget, the size of home you need and whether you want new construction or a resale, and I can send you current listings in the Indian Land area that match. For a new home, I can also check whether its subdivision is still building and whether the address is inside Lancaster County's moratorium boundary before you visit.
No. Indian Land is an unincorporated community in Lancaster County, so the County handles zoning and building permits. Voters chose to keep it unincorporated in a March 27, 2018 referendum, and in January 2024 county leaders shut down a draft proposal to incorporate it.
Lancaster County. Indian Land is in the County's Panhandle, which is bounded by the North Carolina state line on the north and east and by the Catawba River on the west, with York County across the river. Fort Mill is in York County, so its town and county rules don't apply in Indian Land.
Yes, in subdivisions that already had vested rights. Lancaster County's moratorium, approved in November 2025 and given a 90-day extension in August 2026, pauses approvals and permits for new subdivisions and multifamily developments, but it exempts property with vested rights, including Development Agreements and Planned District Developments with valid approvals at its first reading. The County says it expires in November 2026, and its zoning map has a Moratorium layer for checking an address.
Mostly by car on US 521. Lancaster County's 2040 plan calls it the primary arterial route across the Panhandle, notes there is no parallel route and says private automobile is the primary way to get around there. In Indian Land the road is Charlotte Highway. North of the state line it becomes Lancaster Highway / Johnston Road, and Johnston Road meets I-485 at Exit 61 beside Ballantyne.
I don't post an average or a price range here, because an area-wide figure goes out of date quickly and says little about a specific street. Indian Land is not a town or census-designated place, so the Census Bureau publishes no home value estimate for Indian Land itself. Tell me the subdivisions or streets you're considering, and I can pull recent sales of comparable homes so you can see what they actually sold for.
Usually not under the state disclosure law. South Carolina's Residential Property Condition Disclosure Act does not apply to the first sale of a dwelling never inhabited. If the home is in a residential improvement district, though, the owner or developer must disclose the assessment, its maximum annual amount and how long it lasts. I suggest checking the builder's license on LLR's Licensee Lookup and hiring a licensed home inspector.
Under S.C. Code Section 12-43-220, an owner-occupied legal residence is assessed at four percent of fair market value instead of six percent. In Lancaster County that status also removes the school operating portion of the tax bill. It is not automatic: apply with the Lancaster County Assessor before the first penalty date for the first tax year you claim it.
The Lancaster County School District. The County's 2040 plan cites the district's enrollment projections for the schools in the Panhandle, which includes Indian Land. The district's registration page has forms for new students and says that after a move, new proofs of residency can be uploaded during re-enrollment. Before you rely on a school assignment for a specific address, confirm it with the district.
