Lake Wylie

  • 13,655 Population of the Lake Wylie CDP (2020 Census)
  • 7.889 Square miles of land in the Lake Wylie CDP (2020 Census)

Description

Lake Wylie names two things. One is a reservoir on the Catawba River, part of Duke Energy's Catawba-Wateree Hydroelectric Project, and Duke places the lake in Gaston and Mecklenburg Counties, North Carolina, and York County, South Carolina. The other is an unincorporated community in York County, west of the lake and east of the Town of Clover. This page is about that community and the York County side of the lake.

Lake Wylie has no town government. York County handles zoning and building permits, the York County Assessor handles property assessments, and home sales and property taxes here follow South Carolina law. On the North Carolina shore, North Carolina and county rules apply instead.

This page doesn't list homes for sale. I'm Yubeen Choi, a bilingual English and Korean agent with eXp Realty. Tell me your budget, the size of home you need and whether you want a lake lot, and I can send you current listings in Lake Wylie that match. I can also check each parcel in York County's records before you tour.

Where Lake Wylie Is

The S.C. Department of Natural Resources places the lake between Rock Hill, SC and Charlotte, NC, on the state line. The community is a census designated place (CDP), which the Census Bureau defines as a settled concentration of population that is identifiable by name but not legally incorporated. In the 2020 Census, the Lake Wylie CDP counted 13,655 people on 7.889 square miles of land in York County.

York County's Lake Wylie Small Area Plan, adopted October 19, 2020, covers a wider study area, slightly larger than 21,000 acres and generally bounded by the North Carolina state line, the lake, Little Allison Creek and a line of roads on the west. The county's Lake Wylie Overlay zoning district shares that boundary. A home can be in that planning area without being in the CDP.

Mailing addresses follow neither line. In the Census Bureau's 2020 relationship file, ZIP Code Tabulation Area 29710 covers part of the CDP, the Town of Clover and land in no Census place at all, and York County's Field Day Park at Lake Wylie has a Clover, SC 29710 address. York County's One Map Reports site shows each parcel's jurisdiction, school district and taxes. Clover, incorporated December 9, 1904, and Tega Cay are separate municipalities in York County, and my Tega Cay page covers Tega Cay.

Who Controls the Shoreline: Duke Energy

A dam near Fort Mill first created Lake Wylie in 1904, and Duke calls it the oldest lake on the Catawba River. In 1960 the reservoir and its hydroelectric station were renamed for Dr. W. Gil Wylie. The Federal Energy Regulatory Commission issued the current license for Duke's Catawba-Wateree project on November 25, 2015, with a 40-year term.

The lakebed is owned or controlled by Duke, and in places Duke also owns an upland buffer strip along the shore. To build or change a dock, stabilize the shoreline or draw water from the lake, you will most likely need a Duke lake use permit. Applications go through Duke's online Lake Access Permit System. A lake permit is valid for only one year, and if it runs out before the work is done, you must submit a new application. Under Duke's October 3, 2016 Shoreline Management Guidelines, a lot whose shoreline suitable for residential use, measured along the project boundaries, is less than 100 feet won't be considered for a pier unless the lot was created by a subdivision recorded before September 1, 2006, and the guidelines set further limits, including on pier size, for those older lots. A new or rebuilt dock may reach no farther than one-third of the way to the opposite shoreline or 120 feet lakeward of full pond, whichever is more limiting. Requests for lots without project frontage go through Duke's Marina Facilities Program.

Dock records when you buy a lake home

Duke's sheet for potential buyers, dated April 2018, says the question it hears most from buyers and realtors is whether an existing dock is properly permitted. Its answer is to ask the seller for the pier permit and the application behind it. If the seller can't produce any permitting history, or the dock differs from what was permitted, there may be a compliance issue, and Duke will likely expect the new owner to correct it. Duke reviews a new or changed structure only through a permit application, so if you plan to add or change a dock, the sheet advises making the seller obtain Duke's approval for it before closing. Duke refers questions about flowage easement rights, and about where a lot line falls against Duke's property, to a real estate attorney. For flood risk, search the address on FEMA's Flood Map Service Center. Early in a contract, I can ask the seller for the dock's permit records.

York County Rules for Lake Lots

York County's Zoning Code, Chapter 155 of the County Code, applies to all land in unincorporated York County, and the posted version is amended through December 15, 2025. For a lake lot:

  • Riparian buffer: a lot on the Lake Wylie shoreline, which the code defines as the full pond elevation contour, carries a natural buffer at least 50 feet wide. New structures, disturbing the terrain and removing vegetation are prohibited there except as the code allows, and a structure already in the buffer when the Zoning Code took effect may remain as a nonconforming structure.
  • View corridors and shoreline work: a view corridor may be no more than 10 feet wide and no more than one-fifth of the lot's required buffer, with zoning compliance approval. Limited tree removal for an access corridor to the water, including one for a dock or shoreline stabilization, needs that approval too. Shoreline stabilization needs a York County zoning compliance before the work and before the Duke permit.

The Lake Wylie Overlay sets standards for new single-family detached homes in a major subdivision. A lot narrower than 60 feet at the lot line must meet the code's separate traditional development standards. For wider lots, the minimum setbacks are 15 feet in front, 25 feet in the rear and 10 feet on each side. Vinyl and metal siding, plywood, exposed concrete block and synthetic stucco are banned on all building facades. Homes on lots of one acre or more set at least 50 feet from the right-of-way, and homes in a subdivision phase where construction began before January 1, 2021, are among the exceptions.

The Zoning Code's short-term rental rules are not limited to lake lots. They apply where the code's use table lists a short-term rental as a conditional or special exception use. Under them, a home may not be rented for overnight stays for more than 120 days per calendar year. The permit application needs written documentation from the York County Assessor's office that the home is the owner's primary residence.

Building permits go to York County Planning & Development Services, whose application tells applicants to consult their property owners' association, or any other party that may hold restrictive covenants on the property, before starting work.

South Carolina Property Tax on a Primary Home

S.C. Code Section 12-43-220 sets the assessment of an owner-occupied legal residence, with not more than five acres contiguous to it, at four percent of its fair market value, and the home is also exempt from the property taxes levied for school operations. The six percent ratio covers real property the section does not otherwise provide for, and it also applies to a home the assessor finds ineligible for four percent. The four percent ratio needs an application, filed before the first penalty date of the first tax year it is claimed, and a new owner has to file again. The York County Assessor qualifies homes and reappraises all property every 5 years.

York County's 2025 millage sheet lists a Lake Wylie Recreation special tax district that levies 3.8 mills in unincorporated areas. The sheet's three tax districts with that name, Lake Wylie Recreation/Bethel, Lake Wylie Recreation/Clover and Lake Wylie Recreation/Newport, carry total levies of 407.3 to 412.3 mills, or 131.9 to 136.9 mills for a 4% owner-occupied home, because the school operating levy is subtracted. Rates in other nearby tax districts differ. I can pull the most recent tax bill for each home you're weighing.

Boating, Lake Access and Parks

South Carolina law lets Mecklenburg and Gaston Counties in North Carolina and York County create the Lake Wylie Marine Commission by joint ordinance, and the commission may make regulations for the lake and its shoreline area. The commission says it was established in 1987. On the South Carolina side, SCDNR handles all buoys, and the commission summarizes the state's rule as no wake in areas marked by SCDNR buoys or signs or within 50 feet of a moored or anchored boat, wharf, pier, dock or person in the water.

Duke's map lists its Buster Boyd Access Area at 3992 Charlotte Hwy, Lake Wylie, SC. York County leases and operates Duke's Allison Creek Access Area, the site of its 160-acre Allison Creek Park, which has 4 boat ramps, a kayak and canoe launch and 3 miles of trails. York County's Ebenezer Park is on the lake north of Rock Hill, and my Rock Hill page covers that city. York County announced that Woodend Park, in the Bethel-Lake Wylie Preservation Park District, would open on July 18, 2026. The park has 2.5 miles of hiking trails. The Lake Wylie Public Library is at 185 Blucher Circle.

Homes and Communities

York County's 2020 plan describes the area's homes as lakefront living, single-family neighborhoods and large-lot rural home sites. Its June 2020 project list showed the single-family subdivisions Paddlers Cove, Cypress Point, Handsmill on Lake Wylie and Lake Crest under construction, and Meriway, Village at Ivy Ridge, The Vista and Peninsula @ Lake Wylie approved. These are 2020 statuses in the plan's study area, not necessarily in the CDP.

River Hills' own website places the community in Lake Wylie, South Carolina, and says Sea Pines of Hilton Head designed and built it. Homes there range from condominiums and patio homes to lakefront homes, and the River Hills Country Club has an 18-hole golf course designed by Willard Byrd.

In 2020 the plan named Blue Granite Water Service and York County Utilities as the study area's two water and sewer providers and said private wells and septic systems were common where public lines had not reached. The SC Daily Gazette reported on July 13, 2026 that York County invoked eminent domain in 2023 to buy Blue Granite's water system around Lake Wylie. I can confirm the provider for an address before you make an offer.

Getting Around

The 2020 plan names Highway 274 (Hands Mill Highway) and Highway 49 as the area's two main arterial roads, with Highway 49 running west from the Buster Boyd Bridge. It put Lake Wylie's commercial core along Highway 49 between the bridge and Highway 274.

On July 20, 2026, SCDOT announced a temporary closure of Kingsburry Road at SC 557 to realign the intersection for a future connection to Ridge Road, and said the whole project was expected to be finished by late spring 2027. York County voters approved the Pennies for Progress capital projects sales tax on November 5, 2024. As WRHI reported, its final project list includes, among its carryover projects, improvements at the Highway 49, 274 and 557 intersection and a three-lane widening of Highway 557 from Kingsburry Road to Highway 55. If a home is near these roads, I can check where the work stands.

Schools

Clover School District says it encompasses Lake Wylie. It drew attendance boundaries in fall 2025 for three new schools it planned to open in August 2026, and its board approved the new student assignment plan on September 22, 2025. Assignments change, so check a specific address with the Address Locator linked from the district's home page, or ask the district, before you rely on one.

Buying and Selling in South Carolina

South Carolina's Residential Property Condition Disclosure Act applies to residential property with one to four dwelling units. In a transfer the Act doesn't exempt, the owner owes the purchaser a written disclosure statement, delivered before both sign the contract or as the contract otherwise provides. The statement covers, among other things, zoning laws, restrictive covenants, building codes and other land-use restrictions, and the form must let the owner indicate either actual knowledge of the listed conditions or that the owner makes no representations about them. Exempt transfers include those under court order, such as foreclosure sales, the first sale of a dwelling never inhabited, sales at public auction, and sales where both sides agree in writing to skip the statement.

The Act leaves the buyer's obligation to inspect the property in place, and the statement doesn't replace Duke's permit records, so on a lake home I can ask the seller for those separately. I can go over every document with you in English or Korean.

Frequently Asked Questions

This page doesn't list homes for sale. Tell me your budget, the size of home you need and whether you want a lake lot, and I can send you current listings in Lake Wylie that match. A 29710 mailing address can belong to the Lake Wylie community, the Town of Clover or neither, so before you make an offer I can also look up each parcel in York County's records and, for a home on the water, request the seller's Duke Energy dock permits.

The lake is in both. Duke Energy places it in Gaston and Mecklenburg Counties, North Carolina, and York County, South Carolina. The community called Lake Wylie is in York County, South Carolina, west of the lake and east of the Town of Clover, so its home sales and property taxes follow South Carolina law. On the North Carolina shore, North Carolina and county rules apply.

No. The Census Bureau counts it as a census designated place, which is not legally incorporated and has no officials elected to serve traditional municipal functions. York County's Zoning Code applies to all unincorporated land in the county, so York County handles zoning and building permits, and the York County Assessor handles property assessments. Tega Cay and Clover, also in York County, are separate incorporated municipalities.

Duke Lake Services shares a lake structure's permitting history only with the current owner of the adjoining property, and only if the permit is in that owner's name. It won't share it with buyers or realtors, so the seller is the one who can produce the pier permit and its application, and you should ask for both. If the dock differs from what was permitted, Duke will likely hold the new owner responsible for correcting it. On the York County side, a lot on the shoreline carries a natural buffer at least 50 feet wide, where new structures and clearing are limited. Check flood risk for the address on FEMA's Flood Map Service Center, and take questions about flowage easements, or about where your lot line meets Duke's land, to a real estate attorney.

Usually only with Duke Energy's approval. You would apply online for a lake use permit through Duke's Lake Access Permit System. Duke won't consider a pier for a lot whose shoreline suitable for residential use, measured along the project boundaries, is less than 100 feet, unless the lot was created by a subdivision recorded before September 1, 2006, and those older lots face further limits, including on pier size. A new private dock may extend no more than one-third of the way to the opposite shoreline or 120 feet lakeward of full pond, whichever is more limiting, and requests for lots without project frontage go through Duke's Marina Facilities Program. On the York County side, the county's Zoning Code leaves dock construction to Duke's guidelines, but clearing an access corridor through the shoreline buffer needs York County zoning compliance approval, and shoreline stabilization needs a York County zoning compliance before the Duke permit.

I don't publish an average or a price range for Lake Wylie, because prices move and one number for the whole area can't reflect a particular lakefront lot, its dock permit history or a given subdivision. Tell me the subdivisions or streets you're weighing, and I can pull recent sales of comparable homes so you can see what they actually sold for.

S.C. Code Section 12-43-220 assesses an owner-occupied legal residence at four percent of fair market value rather than six percent, and the home is also exempt from the property taxes levied for school operations. The lower ratio needs an application from you or your agent, filed before the first penalty date of the first tax year you claim it. A new owner has to file again, and the York County Assessor decides which homes qualify. York County's 2025 millage sheet also lists a Lake Wylie Recreation special tax district levying 3.8 mills. I can pull the most recent tax bill for any parcel you're considering.

Clover School District says it encompasses Lake Wylie. It drew attendance boundaries in fall 2025 for three new schools it planned to open in August 2026, so assignments have changed recently and can change again. Check a specific address with the Address Locator linked from the district's home page, or ask the district, before you rely on an assignment.
