Rock Hill

  • 75,911 Population (Census estimate, July 1, 2025)
  • 1852 Year Rock Hill got its name

Description

Rock Hill is a city in York County, South Carolina. The City places it approximately 20 miles south of Charlotte, NC along the I-77 corridor, and it is home to Winthrop University, York Technical College and Clinton College.

Because Rock Hill is in South Carolina, a purchase here follows South Carolina's property tax and disclosure rules. A Rock Hill address also doesn't tell you whether a house is inside city limits, which decides who handles zoning and permits and whether the City's levy is on the tax bill.

This page doesn't list homes for sale. I work with eXp Realty and help buyers in English and Korean. Tell me your price range, how many bedrooms you need and which parts of Rock Hill you like, and I can send you current listings that fit and note whether each address is inside the City.

Inside Rock Hill City Limits or Not

York County's seat is the City of York, not Rock Hill. In the Census Bureau's Vintage 2025 estimates, the City of Rock Hill lies only in York County. Fort Mill and Tega Cay are separate municipalities, both among York County's nine municipalities.

The City grows by annexing land from unincorporated York County, and ZIP codes reach past city limits. In the Census Bureau's 2020 relationship file, ZIP Code Tabulation Area 29730 overlaps the City and the Lesslie and Catawba census-designated places. ZIP Code Tabulation Area 29732 overlaps the City and the Newport and India Hook census-designated places. Both also include land in no named place.

To check a specific address:

  • York County GIS points to its One Map Reports site for a parcel's owner, school district, jurisdiction and taxes.
  • The City's online maps include a Parcel Search and a City Zoning map.
  • Inside city limits, the City issues permits. In unincorporated York County, the County's Planning and Development Services department oversees zoning and permitting.

Electric, Water and Sewer

Rock Hill Utilities, owned and operated by the City, provides electric, water and sewer service within the City and its surrounding areas, at rates City Council sets. As the regional water provider, the City also sells water wholesale to Fort Mill, Tega Cay and York County. Because the City describes its electric and sewer service as covering the greater Rock Hill area, I can confirm the providers for an address before you make an offer.

Zoning and Permits

Inside city limits, the City's Zoning Ordinance applies. It took effect on March 1, 2006, and the version I reviewed was last updated June 22, 2026. One primary difference among its single-family districts is the minimum lot size for single-family development: 20,000 square feet in SF-2, 14,000 square feet in SF-3, 9,600 square feet in SF-4 and 7,800 square feet in SF-5.

The City lists new shingles and replacement windows among the jobs that need a permit and inspection, and electrical, mechanical, plumbing, gas and structural work must be done by a licensed contractor. The City can also provide a flood zone determination from FEMA's most recent Flood Insurance Rate Maps.

Renting Out a Home in the City

Three City rules apply if you rent out a home inside city limits:

  • Registration. Rentals must be registered, and a rental that is purchased or transferred must be registered within 60 days. It's free, but failing to register may bring a fee of $250 per dwelling unit per month.
  • Short-term rentals. Renting a home with five or fewer bedrooms for less than 30 days at a time needs a City permit, a business license and local accommodations taxes. The City approves a new permit only in the MX, NO, NC, LC, GC, CC, CI, DTWN, MUC and RC districts, and permitted rentals in other districts must stop after April 30, 2029. Permits don't transfer to a buyer, who has to apply for a new permit under the rules in place at the time of application.
  • Accessory dwelling units. Where one is allowed, the owner must live on the property, and in the main house for the first five years after the unit is created. There can be no more than one accessory dwelling unit on a lot. It can't be sold apart from the main house, and it must be at least 480 square feet.

South Carolina Property Tax on a Primary Home

South Carolina's assessment ratios are set in S.C. Code Section 12-43-220. A legal residence occupied by its owner, with not more than five acres contiguous to it, is assessed at four percent of its fair market value. A home that isn't the owner's legal residence generally falls under the six percent ratio for all other real property. The same section entitles a qualifying legal residence to the school operating tax exemption in Section 12-37-251.

The four percent assessment ratio has conditions:

  • The application, by you or your agent, is due before the first penalty date of the first tax year you claim the ratio.
  • Each new owner has to apply again to keep the four percent ratio in future years.
  • The ratio applies only if the home is not rented for more than seventy-two days in a calendar year.
  • York County's Assessor reviews and qualifies homes for the legal residence assessment, and it reappraises all property every 5 years.

York County's 2025 millage sheet lists two City tax districts, RH and RL. Both carry 94.7 mills for the City, 267.1 for schools and 68.2 for the county. RL also carries a 5.8-mill city special assessment, so the total is 430.0 mills in RH and 435.8 in RL. On a 4% owner-occupied home the totals drop to 214.9 mills in RH and 220.7 in RL. The sheet explains that these totals leave out the school operating levy, the part exempted for the School Tax Credit. Outside city limits there is no City levy. I can look up a parcel's tax district and its last bill.

Buying and Selling in South Carolina

South Carolina's Residential Property Condition Disclosure Act applies to sales, exchanges and certain other transfers of residential property with at least one but not more than four dwelling units. Outside the exemptions below, the owner must deliver a written disclosure statement, in the form the South Carolina Real Estate Commission promulgates, before buyer and owner sign the contract or as the contract otherwise provides. The statement covers items such as the roof, the plumbing and whether a homeowners association governs the property. For each item, the owner may indicate actual knowledge or make no representation.

The Act lists exempt transfers. Among them are the first sale of a dwelling never inhabited, a transfer where buyer and owner agree in writing that no statement will be completed, property sold at public auction, and transfers under court order, such as a foreclosure sale. An owner who knowingly discloses false, incomplete or misleading material information on the statement is liable for the actual damages it causes the buyer, plus court costs. The Act also leaves the buyer's own duty to inspect in place, so I recommend hiring a professional inspector for any purchase.

Homes and Neighborhoods

The City says Rock Hill got its name in 1852, while a railroad line was being built through the area. Textile mills followed, including the Rock Hill Cotton Factory, established in 1880 as the first steam-powered textile mill in South Carolina's upcountry.

Three older residential areas are National Register historic districts, all listed on June 10, 1992. The Charlotte Avenue-Aiken Avenue district, with Queen Anne and Bungalow/Craftsman houses, is on the eastern edge of the Oakland section, a residential development where houses went up from 1891 through the 1930s. The Marion Street Area developed mostly between 1906 and 1925, moving from Victorian, Classical and Colonial Revival styles toward Craftsman/Bungalow. The Reid Street-North Confederate Avenue Area, one of the first neighborhoods around downtown, has houses from ca. 1839 to ca. 1935.

The City's Historic Overlay Districts include Marion Street, Old Town (Downtown), Main Street/Reid Street/North Confederate Avenue and Oakland Avenue. If you plan changes to a property there, you file a Certificate of Appropriateness application, reviewed by the Board of Historic Review or Planning staff. Under the Zoning Ordinance, interior changes need no review unless the designation covers the interior, and exterior paint colors and landscaping don't need a certificate of their own.

Riverwalk, a newer development along the Catawba River, has single-family homes and townhomes alongside apartments, commercial space and recreation, according to the Riverwalk Carolinas website. When a builder sells a home no one has lived in, the disclosure exemption above can apply, so I can request permit records and HOA documents from the builder and pass them on.

Old Town and the Colleges

Downtown, which the City also calls Old Town, includes the Rock Hill Downtown Historic District, listed on June 24, 1991, with buildings from about 1870 to 1935. Fountain Park, at the center of Old Town, hosts Food Truck Fridays, Movies in the Park and the Old Town Farmers Market.

Winthrop University began in 1886 as a training school for teachers, moved to its permanent Rock Hill home in 1895 and became a university in 1992. York Technical College, a public, two-year institution founded in 1964, has its main campus in Rock Hill off Interstate 77, and Clinton College was founded in 1894 as Clinton Institute.

Getting Around

The City's directions from Charlotte reach downtown by I-77 Exit 79 (SC-122, Dave Lyle Boulevard). Exits 82A, 82B, and 82C serve Cherry Road (US 21) and Celanese Road (SC 161), where SCDOT proposed in 2023 to reconfigure the interchange to add capacity. In April 2026 a York County engineer told WBTV that right-of-way acquisition was anticipated starting in 2027 and construction could start as early as 2029, so the project is still planned.

Local transit changed in 2026. My Ride Rock Hill is no longer in service as of May 22, 2026. Riders can schedule trips on the demand-response service operated by York County Access, for $2.50 each way. CATS stopped running Route 82x, the Rock Hill Express, effective July 1, 2026, after the City decided not to seek renewal of the service agreement.

Parks and Sports Venues

The City operates over thirty parks and four recreation centers. Glencairn Garden began as a backyard garden in 1928 and now covers 11 acres. The 3.35 mile Catawba River Trail runs from Riverwalk to River Park, which has 70 acres on the river with kayak and canoe access.

Rock Hill Lake Park is a 21-acre City park on a cove of Lake Wylie with fishing stations, a kayak and canoe launch and a beach and swim area. It was built in 2022 as part of Duke Energy's relicensing process. York County's Ebenezer Park, a 26-acre park north of Rock Hill, is also on the lake.

The City's cycling facilities include the Rock Hill Velodrome and a BMX Supercross Track, opened in August 2014, that hosted the 2017 and 2024 UCI BMX Racing World Championships.

Schools

The City says Rock Hill is served by Rock Hill School District 3. Schools are zoned by address, and the district's Find My School page links a School Zone Locator from York County Government that gives the elementary, middle and high school zone for any address in York County.

Zones change. Rock Hill Schools has been reviewing its high school attendance boundaries, and the proposed map was scheduled for presentation to the Board of Trustees on Tuesday, October 27, 2026. If adopted, the proposed changes would begin with incoming ninth graders in the 2027–2028 school year. Elementary and middle school boundaries are not included. Check the district's School Zone Maps page for the Board's decision and the current zones.

Frequently Asked Questions

This page doesn't list homes for sale. Tell me your price range, the number of bedrooms you need and the parts of Rock Hill you're considering, and I can send you current listings that match. Because a Rock Hill address doesn't always mean a house is inside city limits, I can also check each address in York County's parcel records before you tour.

York County, South Carolina. In the Census Bureau's Vintage 2025 population estimates, the City of Rock Hill appears only in York County. The county seat is the City of York, not Rock Hill, and the York County Assessor handles the legal residence assessment for homes in the county.

Look the parcel up through York County GIS's One Map Reports, which covers parcel information such as jurisdiction, school district and taxes, or use the City's online Parcel Search. A ZIP code won't settle it, because in the Census Bureau's 2020 relationship file ZIP Code Tabulation Areas 29730 and 29732 both extend beyond the City. Inside city limits the City handles permits and zoning, and in unincorporated areas York County does.

This page doesn't give an average price, because one citywide number blends historic districts with new construction and says little about any one home. If you name the streets or subdivisions you're considering, I can pull recent comparable sales so you can see what similar homes actually sold for.

South Carolina taxes a home its owner occupies as a legal residence on an assessment of four percent of fair market value, while a home that isn't the owner's legal residence is generally assessed at six percent (S.C. Code Section 12-43-220). The same section entitles a qualifying legal residence to the school operating tax exemption. You apply before the first penalty date of the first tax year you claim the ratio, and each new owner applies again. The home also can't be rented for more than seventy-two days in a calendar year. For Rock Hill homes, the York County Assessor handles the Legal Residence Application.

The City says Rock Hill is served by Rock Hill School District 3. Schools are zoned by address, so check a specific address in the York County School Zone Locator linked from the district's Find My School page. Zones can change. The district's proposed high school boundaries were scheduled for presentation to its Board of Trustees on Tuesday, October 27, 2026, and if adopted would begin with incoming ninth graders in the 2027–2028 school year. Check the district's School Zone Maps page for the outcome.

Rock Hill Utilities, which the City owns and operates, provides electric, water and sewer service within the City and its surrounding areas, and City Council sets the rates. The City describes its electric and sewer customers as being in the greater Rock Hill area, so confirm the providers for a specific address before you buy. I can check that for any home you're considering.

Inside city limits, renting a home with five or fewer bedrooms for stays of less than 30 days at a time requires a City short-term rental permit, a business license and local accommodations taxes. The City approves a new permit only in the MX, NO, NC, LC, GC, CC, CI, DTWN, MUC and RC zoning districts, and permitted rentals in other districts must stop operating after April 30, 2029. Permits don't transfer to a buyer, who has to apply for a new permit under the rules in place at the time of application. Any rental inside the City also has to be registered within 60 days of being purchased or transferred.
