Steele Creek Charlotte Homes for Sale | Bilingual Realtor

Steele Creek

Description

Steele Creek is an area in southwest Mecklenburg County, North Carolina, along NC 160, which runs on Steele Creek Road. It is not a town. The Census Bureau lists no incorporated place or census-designated place named Steele Creek. Some of its addresses are inside the City of Charlotte and some are in unincorporated Mecklenburg County.

The City's 2012 Steele Creek Area Plan runs the area south to the South Carolina state line and west to the Catawba River, which is Lake Wylie along this stretch.

I'm Yubeen Choi, a bilingual English and Korean agent with eXp Realty. This page doesn't list homes for sale. Tell me your budget, the kind of home you want and the neighborhoods or streets you're considering, and I can send you current Steele Creek listings that match. Before you make an offer, I can also check whether the address is inside Charlotte city limits, whether it falls in the airport noise overlay or the Lake Wylie watershed, and which zoning applies.

Where Steele Creek Is: Boundaries by Source

Sources draw Steele Creek differently. On this page it means the area of the City of Charlotte's Steele Creek Area Plan, adopted by City Council on February 27, 2012: approximately 27,000 acres, bounded generally by Shopton Road on the north, the South Carolina state line on the south, the Catawba River on the west and I-485 on the east. A neighborhood or activity center this page places in Steele Creek is one that plan placed in its area. Other places are given with their own address or location.

The City's newer Southwest Outer Community Area Plan, which City Council adopted on November 24, 2025 and amended in 2026, covers a different area, roughly bounded by Brown Grier Road and I-485, Nations Ford Road, the city limits and the Catawba River, and names a Steele Creek Strategic Investment Area inside it. The County's Historic Landmarks Commission lists Steele Creek as one neighborhood of its own Southwest Outer area of Charlotte, and the Census Bureau's 2020 Gazetteer still lists a county subdivision named Township 3, Steele Creek.

ZIP codes don't settle it either. McDowell Nature Center and Preserve, named in the 2012 plan, has a 28278 address, and Charlotte Mecklenburg Library's Steele Creek Library has a 28273 address.

City Limits, Zoning and Permits

In the Census Bureau's 2020 relationship file for ZIP Code Tabulation Areas (ZCTAs) and places, most of the land in ZCTA 28278 lies outside any incorporated place, while most of 28273's land is inside the City of Charlotte. Mecklenburg County's master address records assign some 28278 addresses to the City of Charlotte and others to Mecklenburg County rather than to a city or town. The 2012 plan said approximately half of its area was then inside Charlotte city limits. So a Steele Creek address may or may not be inside the city limits.

City zoning can still apply outside them. Charlotte's Unified Development Ordinance (UDO), effective June 1, 2023, applies inside the city limits and in the City's extraterritorial jurisdiction (ETJ). The City's zoning map shows N1-C, a City Neighborhood 1 district, on land in 28278 that the County's jurisdiction map assigns to Mecklenburg County rather than to Charlotte or a town. The N1-A through N1-E districts allow single-family, duplex and triplex dwellings on all lots, and N1-C allows residential dwellings on lots of 6,000 square feet or greater. You can look up a parcel's zoning on Charlotte Explorer.

Mecklenburg County Code Enforcement issues building, electrical, plumbing and mechanical permits, and its online search shows permits issued to a property within the last 6 years. The County's POLARIS maps show zoning, floodplain, post-construction buffer and historic district overlays for a parcel.

Homes, Neighborhoods and History

The 2012 plan named The Crossings, The Palisades, The Sanctuary, Whitehall and Yorkshire as established single-family neighborhoods in its area, and placed the Berewick mixed-use development just outside it. It described The Palisades, on York Road (NC 49) at the Catawba River, as a large mixed-use development with a mixture of housing types at an overall density of three dwelling units per acre. The Sanctuary, off Shopton Road West at the river, had an approved site plan allowing single-family homes only, at less than one dwelling unit per acre.

The Southwest Outer plan says most development in its area was built from the 1980s through the mid-2000s and classifies 44% of development there as Neighborhood 1, its low-density residential type. If you're weighing a new home against a resale, see my guide to new construction in Charlotte.

The N.C. Department of Natural and Cultural Resources, whose historical marker for Steele Creek Presbyterian Church stands on NC 160, says the congregation was organized around 1760 and its present Gothic Revival sanctuary was completed in 1889. It says construction of the Charlotte airport two miles north in 1962 displaced many church members from their homes. The Historic Landmarks Commission says the congregation merged with Pleasant Hill Presbyterian Church in January 2019, and it also lists the McClintock Rosenwald School on Erwin Road, built in 1922 in the former Steele Creek township.

Near the Airport: Noise Overlay and Maps

Charlotte's UDO has an Airport Noise Disclosure Overlay (ANDO) District, which tells residential owners near Charlotte Douglas International Airport that property in it is subject to overflights and noise consistent with airport operations. On the City's zoning map, the overlay reaches into parts of both 28273 and 28278. Residential plats and site plans in it must carry a notice that the property may be subject to noise that may be objectionable.

The airport publishes noise disclosure overlay and contour exposure maps, and says its most current contour map is the 2020 projection. It plans to commission a fourth parallel runway, 1C-19C, in September 2027, and says any operational changes, such as potential flight-path updates, will be made in coordination with the Federal Aviation Administration and airlines.

Near Lake Wylie: Watershed, Buffer and Dock Rules

The 2012 plan noted that, because of its proximity to the Catawba River, part of its area falls under the Lower Lake Wylie watershed rules, which protect the public water supply. They are now in Article 23 of the UDO. The watershed's Critical Area extends one-half mile inland from the full pond elevation of 569.4 feet above sea level, from Paw Creek Cove to the South Carolina state line, and the County's watershed map shows it covering land in 28278. Vegetative buffers are required along the shoreline, measured from full pond, and along perennial streams.

A state rule, 15A NCAC 02B .0614, adds a buffer on the North Carolina portion of Lake Wylie. Its Zones 1 and 2 combined are 50 feet on all sides of the surface water, and Zone 1 extends 30 feet landward from full pond. Duke Energy says you most likely need its lake use permit to build, maintain or modify a lake structure, stabilize the shoreline or withdraw water. Duke says its lake permits are valid for one year. If one expires before the work is complete, you need a new application, and Duke typically inspects a lake structure after the permit expires. It gives permitting history only to a current owner whose name is on the permit, not to realtors or potential buyers, so ask the seller for a dock's permit records.

Charlotte's floodplain rules use the flood insurance study for Mecklenburg County and the City dated November 16, 2018, plus approved revisions. In the floodplain, new construction and substantial improvements must have the lowest floor at or above the flood protection elevation. A nonresidential building may be floodproofed instead. The UDO sets that elevation at the community base flood elevation plus two feet of freeboard until the community special flood hazard area is mapped using new future conditions criteria. When new maps are issued, along the Catawba River, including Lake Wylie, it becomes the FEMA base flood elevation plus two feet of freeboard. Check the address on FEMA's Flood Map Service Center, the official online source for flood maps. For the South Carolina side of the lake, see my Lake Wylie page.

Property Taxes and Revaluation

For fiscal year 2027, Mecklenburg County's rate is 0.4927 per $100 of assessed value and the City of Charlotte's is 0.2930 per $100, or 0.7857 combined for a parcel inside city limits. Owners in unincorporated Mecklenburg County pay for police through the Law Enforcement Service District Tax and for fire protection through the Fire Protection Service District Tax, so check the rates on a parcel's tax bill. Payments were due September 1, 2026 and must be paid by January 5, 2027. The County has revalued property every four years since 2019, and its 2027 revaluation notices will be mailed in early 2027.

Getting Around

NC 160 runs on Steele Creek Road, which meets I-485 at Exit 4, and NC 49 is South Tryon Street and York Road. NCDOT's current State Transportation Improvement Program lists project U-5766 to widen NC 160 to multi-lanes from the South Carolina line to I-485. Published schedules for it differ, so I don't quote one. The City lists improvements at Steele Creek Road and Sam Neely Road in design, with completion anticipated in mid-2027.

CATS's current schedule data lists Route 41x, the Steele Creek Express, with weekday trips between the CATS Transit Center and stops on Tryon Street, Rivergate Parkway and Steele Creek Road. I don't quote drive times, because they change with the hour. Drive the route at your usual hours before you commit to a home.

Parks, Shopping and Landmarks

The 2012 plan said its area is served by T.M. Winget Regional Park and McDowell Nature Center and Preserve. McDowell, at 15222 York Road, is the County's oldest nature preserve. You can launch your own canoe, kayak or paddleboard onto Lake Wylie from the landing near the waterfront deck. Copperhead Island Park, on Lake Wylie at 15200 Soldier Road, has four boat ramps and fishing piers. Winget Park, at 12025 Winget Road, is an existing 150-acre County park with fields, courts, playgrounds and disc golf. The County's project page, published in August 2024, says an improvement project will add a sprayground there but gives no completion date. The County lists Walker Branch Greenway at 1.1 miles, from South Tryon Street to Smith Road.

The 2012 plan placed two mixed-use activity centers in its area: RiverGate, at South Tryon Street and Steele Creek Road, and Whitehall/Ayrsley, at the South Tryon and I-485 interchange. The Southwest Outer plan recommends that commercial development at Steele Creek Road and Tryon Street evolve into a Community Activity Center. Charlotte Premium Outlets came after the 2012 plan. Simon announced on July 31, 2014 that it had opened in the northwest quadrant of I-485 and Steele Creek Road (Exit 4), and the Southwest Outer plan lists it as a Community Activity Center. Atrium Health Steele Creek Emergency Department, at 13640 Steelecroft Parkway, provides 24-hour emergency medical services and opened on November 16, 2009.

Schools

Charlotte-Mecklenburg Schools (CMS) assigns a home school based on the residential address and school boundaries. It publishes boundary maps by school year, including 2026-2027, so assignments can change. Its Find My School link opens the County's GeoPortal, where you can search an address for its school zone assignments. Confirm with CMS for the exact home.

Buying or Selling in Steele Creek

Before you make an offer, I can check the city limits, zoning, airport overlay, watershed area and flood map for the parcel you choose. In most sales of a home with one to four dwelling units, North Carolina's Residential Property Disclosure Act requires the seller to give you a residential property disclosure statement, an owners' association and mandatory covenants disclosure statement, and a mineral and oil and gas rights mandatory disclosure statement. The first sale of a dwelling never inhabited is exempt from the first two but not the third.

If you're selling, a free home valuation is a good first step, and my guide to selling a home in Charlotte covers the rest.

Frequently Asked Questions

This page doesn't list homes for sale. Tell me your budget, the kind of home you want and the neighborhoods or streets you're considering, and I can send you current Steele Creek listings that match. Before you make an offer, I can also check whether the home is inside Charlotte city limits and whether it falls in the airport noise overlay or the Lake Wylie watershed.

Partly. Steele Creek is an area, not a town, and in the Census Bureau's 2020 relationship file most of the land in ZIP Code Tabulation Area 28278 lies outside any incorporated place, while most of 28273 is inside the City of Charlotte. Charlotte's zoning ordinance also applies in the City's extraterritorial jurisdiction, and Mecklenburg County issues building permits either way. Check the specific parcel, or I can check it for you.

There is no single official boundary. The City's 2012 Steele Creek Area Plan, which this page follows, covers approximately 27,000 acres bounded generally by Shopton Road, the South Carolina state line, the Catawba River and I-485. The City's Southwest Outer plan uses a different area, and the Census Bureau still lists a county subdivision named Township 3, Steele Creek. ZIP codes don't follow these lines either: McDowell Nature Center and Preserve, named in the 2012 plan, has a 28278 address, and the Steele Creek Library has a 28273 address.

I don't publish a price range here, because sale prices change and depend on the neighborhood, the house and its condition. Tell me the neighborhoods or streets you're considering, and I can pull recent sales of comparable homes so you can see what they actually sold for.

Some addresses are. On the City's zoning map, the Airport Noise Disclosure Overlay reaches into parts of both 28273 and 28278, and residential plats and site plans in it must carry a noise warning. Charlotte Douglas publishes noise contour maps and plans to commission a fourth parallel runway in September 2027. I can check a specific address against the overlay.

Most likely, yes, Duke Energy says, particularly to build, maintain or modify a lake structure, stabilize the shoreline or withdraw water. Duke lists county or local building permits among the documents for a lake use application. On the North Carolina shore, the state's Catawba buffer rule and the City's Lower Lake Wylie watershed rules also apply.

For fiscal year 2027, the combined Mecklenburg County and City of Charlotte rate is 0.7857 per $100 of assessed value inside city limits. Owners in unincorporated Mecklenburg County pay Law Enforcement and Fire Protection service district taxes, so check whether a parcel is inside the city. The County says its 2027 revaluation notices will be mailed in early 2027.

Charlotte-Mecklenburg Schools assigns each student a home school based on residential address and school boundaries. CMS publishes boundary maps for each school year, so assignments can change. Check the specific address with CMS's Find My School link, which opens Mecklenburg County's GeoPortal.
